Direct answer
A domain is not a local SEO competitor merely because it appears in a local search. Treat every visible entity as a candidate, then test whether it can serve the defined market, solve the same buyer problem, offer a credible substitute and influence the choice. Directories, marketplaces, universities and national brands can matter without belonging in the same commercial competitor set. The same distinction guides our buyer-relevant SEO competitor analysis: search visibility can nominate a candidate, but buyer relevance determines the comparison.
Include for commercial benchmarking
Use when the entity can fulfil the service and plausibly win the same buyer.
Analyse as a channel
Use when the entity shapes discovery, comparison or booking but does not fulfil the service.
Use for standards, not direct substitution
Use when the provider is relevant but serves a different segment, scale or decision context.
Withhold classification when evidence is weak
Do not force a definitive role when a required input or evidence-confidence threshold is missing.
SERPIFAI decision instrument
The LOCUS local competitor field
LOCUS separates two questions that local SEO audits often collapse: Can this entity fulfil the local service? and Could the same buyer realistically choose it? User-choice visibility is measured separately so a prominent directory does not become a false provider competitor.
Service-area or visibility competitor
Strong buyer overlap, but local fulfilment is conditional—or visibility is stronger than commercial substitution.
Core local competitor
Direct local serviceability, the same buyer need and a credible substitute for the defined transaction.
Strategic benchmark or exclude
Useful category or standards context, but not the same local commercial choice.
Context source
Education, regulation or authority that informs the decision without fulfilling the service.
Local Competitor Service Radius

Try the LOCUS rule path
This compact article demo classifies one candidate. It does not save evidence, compare a portfolio or replace the full workbook.
Start with the service area and buyer catchment
“Dentist in Austin” is still too broad for a governed classification. Define the scenario first:
- Geography: the exact city, service radius or neighbourhood.
- Buyer: household, SME, enterprise, tourist, patient or another segment.
- Service: the concrete treatment, engagement or transaction.
- Decision need: urgent appointment, recurring service, complex advisory matter or comparison research.
- Delivery constraint: in-person, remote, regulated, language-specific or time-sensitive.
The same entity can be a core competitor for one scenario and a strategic benchmark for another. Classification belongs to the scenario—not permanently to the domain.
The five LOCUS inputs and confidence floor
Open each input for its observable 0–2 anchors. The score describes the current observed state—not the desired future state.
L — Local serviceability
Can this entity fulfil the defined local service?
O — Offer overlap
Is the actual offer substitutable?
C — Customer-need overlap
Would the same buyer consider it for the same job?
U — User-choice visibility
Does it shape discovery, comparison or choice?
S — Substitution credibility
Could a buyer realistically switch?
A high commercial-fit score with weak evidence must not create false certainty.
Example display: 3 of 4 — Good public evidence. A candidate below 2 of 4 returns Review required.
Apply the ordered classification rules
Apply the first matching rule. Entity type is evaluated before provider scoring because a directory can be highly visible and relevant without fulfilling the service.
Method depthOpen the complete eight-rule specification
- Review required. Entity type is unknown, a required LOCUS input is missing, or confidence is below 2.
- Discovery intermediary. Entity type is Directory, Marketplace or Lead generator; U ≥ 1; and O ≥ 1 or C ≥ 1.
- Context source. Entity type is Publisher, Education or Regulator.
- Core local competitor. Entity type is Provider; L = 2; O = 2; C = 2; and S ≥ 1.
- Service-area competitor. Entity type is Provider; L = 1; O = 2; C = 2; and S ≥ 1.
- Visibility competitor. Entity type is Provider; U = 2; O ≥ 1 or C ≥ 1; and no earlier provider rule matched.
- Strategic benchmark. Entity type is Provider; at least one of O, C or S is ≥ 1; and no earlier provider rule matched.
- Exclude. No earlier rule matched.
One classification, fully explained
Worked example: why Zocdoc is not a Core competitor
The candidate is commercially important, but entity type is evaluated before provider scores. That prevents a booking platform from being benchmarked as the dentist that fulfils the service.
- Entity type = Marketplace.
- User-choice visibility = 2 and buyer/offer relevance is material.
- Rule 2 executes before any provider rule.
- Result = Discovery intermediary.
- Core is rejected because the marketplace does not deliver dental treatment.
Zocdoc Austin
Assigned: Discovery intermediary.
Not Core: it enables provider comparison and booking but does not perform dentistry.
Not merely Context: it actively routes a buyer toward an appointment.

Qualification controlsOpen the location and market-boundary validation register
A location-specific validation register for the observed study
The 21-candidate study already separates providers, service-area competitors, discovery intermediaries, strategic benchmarks, context sources and review-required candidates. This register makes the local buyer boundary and rerun logic explicit without converting Maps visibility into proof of commercial substitution.
Service area and local buyer
- Evidence recorded
- Address, local landing page, stated service radius, appointment or delivery conditions and the defined buyer need.
- Classification consequence
- A candidate outside the catchment area is not a core local competitor merely because a national brand appears in organic results.
- Rerun trigger
- New branch, closure, service-area expansion, delivery-model change or buyer-boundary change.
Local intent and query geography
- Evidence recorded
- City query, neighbourhood query, “near me” intent, observer location and query date.
- Classification consequence
- Local pack, map pack and organic-result roles remain separate observation surfaces.
- Rerun trigger
- Material query-intent change, new geographic modifier or changed observation location.
Branch, franchise and national brand
- Evidence recorded
- Location ownership, fulfilment responsibility and the page tied to the local branch.
- Classification consequence
- Classify the serviceable location, not the parent brand by default. A national brand outside the service area is an irrelevant false positive.
- Rerun trigger
- Franchise transfer, branch opening or closure, or changed local fulfilment evidence.
Multi-location and overlapping market
- Evidence recorded
- One record per location plus the overlapping service area and shared buyer segment.
- Classification consequence
- Do not treat every branch as a separate strategic competitor when one decision and one operating model govern them.
- Rerun trigger
- Territory redesign, location consolidation or a new city-level offer.
Validation evidence
- Evidence recorded
- Public-page evidence plus sales evidence, customer evidence or booking evidence when available.
- Classification consequence
- Withhold or downgrade classification when serviceability or buyer substitution remains unresolved.
- Rerun trigger
- New sales loss, customer interview, operating-status evidence or source-freshness failure.
The Austin study demonstrates the rule: provider candidates are benchmarked as local competitors; Zocdoc remains a discovery intermediary; the education clinic remains a bounded context source; and the mixed education/provider candidate remains Review required until routine current serviceability is established.
Decision auditOpen alternative rejections, role movement and search-surface guidance
Every classification must reject the nearest alternative
A role is not auditable until the reviewer explains why the candidate is not the adjacent category.
Accounting Wise Manchester
Assigned: Service-area competitor.
Not Core: the service is commercially substitutable, but the observed delivery model is distributed and online rather than a clearly routine local-office relationship.
Could change: stronger evidence of direct Manchester presence would move L from 1 to 2.
Austin Institute of Dental Medicine
Assigned: Review required.
Not Core yet: the evidence packet does not establish routine current availability at the observation date.
Clearance condition: verify opening status, appointment availability, entity type and direct service delivery.
William Fry
Assigned: Strategic benchmark.
Not Core in this scenario: the observed corporate practice is credible and locally serviceable but oriented toward more sophisticated transactions than the bounded startup-formation need.
Could change: redefine the buyer and engagement complexity.
Roles can move when the real operating condition changes
Do not “improve a score” to obtain a preferred answer. Reclassify only after the evidence or operating condition genuinely changes.
Strategic benchmark → Core competitor
Relevant provider, but no routine local fulfilment for the defined buyer.
A local office opens and the same service becomes routinely available.
Review required → Core competitor
Directory-only evidence or operating status below the confidence floor.
Official location, appointment and direct-delivery evidence are confirmed.
Core competitor → Service-area competitor
Routine local service and direct buyer substitution.
The local office closes and fulfilment becomes remote or conditional.

Use LOCUS in three moves
Record geography, buyer, service, decision need and observation date.
Set entity type, L/O/C/U/S and confidence, then apply the first matching rule.
Save the evidence, rejected alternative and material trigger that would reopen the classification.
Operating detailOpen the full seven-step implementation workflow
- Define the scenario. Record geography, buyer, service, decision need and delivery constraints.
- Collect candidates. Use local packs, organic results, directories, reviews, ads, referrals and customer notes.
- Assign entity type first. Provider, Directory, Marketplace, Lead generator, Publisher, Education, Regulator or Unknown.
- Score L, O, C, U and S. Retain evidence URLs and the observation date.
- Record confidence. Withhold classification when confidence is below 2.
- Apply the first matching rule. Do not substitute an average score for the rule path.
- Reject the nearest alternative. Record why the adjacent role failed and any reviewer override.

Reviewer consistency is the next validation gate
The current study is an editorial classification from public evidence. A mature validation requires multiple independent reviewers using the same evidence packets and scoring order.
- Measure agreement on L, O, C, U and S—not only the final role.
- Report raw final-role agreement and an appropriate chance-corrected reliability metric.
- Record confusion between Core, Service-area, Visibility and Strategic benchmark roles.
- Track overrides, missing evidence, classification time and rubric disputes.
- Do not treat high agreement as proof that the framework improves business outcomes; reliability and outcome validity are separate tests.
What this article owns—and what it does not
This page answers one question:
What role should each local-search candidate play?
It does not decide how many competitors to retain, calculate keyword or backlink gaps, or own the general theory of business versus search competitors. Those decisions belong to adjacent SERPIFAI pages and later stages of the competitor-analysis workflow.
Adjacent controls for local qualification
LOCUS determines the role of each local-search candidate. These adjacent controls govern the decisions immediately before and after classification.
Visibility versus buyer substitution
Separate search visibility from commercial substitutability.
Competitor-set size
Directories and booking platforms
Classify discovery intermediaries without treating them as providers.
B2B implementation boundaries
Contrast local serviceability with B2B adoption and implementation fit.
Rerun the governed set
Reopen the local set after a material location or fulfilment change.
Method and limitations
- Public web evidence can be incomplete, outdated or promotional.
- Local visibility changes by query, location, device, language and time.
- The same entity can receive a different role when the scenario changes.
- The 21-candidate study spans one U.S. and two European markets, but it is still a bounded transferability test rather than a complete local-market census.
- LOCUS is a decision-governance method, not a guarantee of ranking or commercial performance.
